The State of AI Funding and Startups in Canada This Year

A snapshot of the newest AI startups and funding trends impacting Canada’s technology scene in 2025.

Funding Landscape: A Mixed Outlook

In 2025, Canada’s AI funding environment presents a nuanced picture. While overall venture capital investment in Canadian AI reached $8.64 billion in 2022–23, indicating strong support despite a global investment slowdown, the generative AI sector has cooled. Only $19.6 million in funding has been raised in 2025 so far, a sharp decline from over $830 million the previous year.

Despite this, Canada still ranks third among G7 countries for per capita venture capital investment in AI. Forty-six new AI companies launched during the same period, signaling a still-active innovation scene.

Notable Funding Rounds and Startups

Several Canadian AI startups have closed major rounds:

  • Waabi: The Toronto-based autonomous driving firm has raised over $280 million from investors including Nvidia, Uber, and Khosla Ventures.
  • Loop: This fintech startup raised $6.4 million in 2024 from Luge Capital, building on a $4 million round in 2022.
  • Cohere: Based in Toronto, Cohere is now valued at $5.5 billion and continues to attract global investor interest.

These cases suggest that high-potential AI firms with strong tech and commercial traction still draw funding, even in a selective market.

Government Initiatives Supporting AI

Public programs continue to play a key role in the ecosystem:

  • AI Compute Access Fund: Up to $300 million available for businesses to access advanced AI infrastructure.
  • NGen AI for Manufacturing Challenge: Offers $13 million to support commercialization of AI in manufacturing.
  • Scale AI Funding: $30 million announced to back high-impact projects and strengthen Canada’s AI position.

These efforts are targeted at helping smaller firms scale and keeping Canada competitive in global AI development.

Even with funding pressures, several positive signals are emerging:

  • Increased AI Adoption: Canadian businesses are deploying more customer-facing AI tools to improve experience and efficiency.
  • AI in Manufacturing: Programs are driving collaboration between manufacturers and AI providers to digitize operations.
  • Strategic Support: Federal initiatives are directly funding AI implementation and compute access.

Firms that align with these focus areas may find better traction in 2025, despite tighter capital markets.

Canada’s AI startup environment in 2025 is adapting to a more cautious funding climate. Strong public investment and a focus on applied innovation are keeping the sector moving. Startups with practical use cases and alignment to strategic goals have the best shot at thriving this year.
